Yes, if the handover is organised before ending the relationship. The first thing I do is secure access, repositories and documentation so the code is yours and complete before anything moves.

How do I know if my provider is inflating the hours?

I review estimates, scope and what has actually been delivered. When you know how things are quoted from the inside, inflated hours and tasks that get repainted every month show up fast.
